The M1's not too bad, at least in that stretch, except for when something goes wrong and it jams up completely. It's the M6 part of the trip you want to avoid.

As for Birmingham, apparently it is if you're not Muslim...

They seem to be installing some in the North-East part, near Barcelona and the Euskadi. I guess it has to do with tourism and probably some tax incentives towards electric vehicles, they are culturally closer to France and the rest of Europe, IMO.
